The Hopewell Redevelopment and Housing Authority (HRHA) was established in 1939. Our governing body is a seven member Board of Commissioners appointed by City Council. Funding is secured through the U.S. Department of Housing and Urban Development (HUD) and rental income.
We own and manage 490 units of Public Housing and administer 345 housing vouchers through the Housing Choice Voucher Program (HCVP).
Applicants for both programs are selected from waiting lists and must satisfy eligibility criteria.
Rent is a function of income; higher family income produces higher rents.
Participation in our HCVP is limited to the available funding. All HCVP rental housing must pass initial and annual housing quality inspections. Rents charged by landlords must meet HUD's rent comparable test requirements.
We make a wide range of programs and activities available to our residents and are greatly indebted to our many partners within the city. An example is our Cultural Enrichment/ Educational and Learning Time (CELT) program offered after school at our community centers located in the developments of Piper Square, Langston Park, Thomas Rolfe Court and Davisville/Bland Court.
We enforce our lease in order to provide a safe living environment. We have a zero tolerance policy regarding crimes of violence and illegal drug use.
